Perched on the edge of Dow’s Lake on Carling Ave., The Ottawa Hospital’s new Civic development will be a jewel in the region’s health system. The new hospital will serve patients from across eastern Ontario, western Quebec, and Nunavut who need specialized and complex care; it will be the site that promotes life-saving cures and treatments, and where the next generation of clinical minds comes to learn.

When it opens in 2028, the new hospital will be among the largest and most advanced in Canada. To make sure it stands the test of time and supports its mission, the site needs to be carefully planned out and designed, said Joanne Read, Executive Vice-President of Planning for The Ottawa Hospital and the lead on the new Civic development.

“The federal government has graciously leased us a 50-acre piece of land that we find very inspiring,” said Read. “We imagine this futuristic health-care centre sitting up on the hill, looking out over the Central Experimental Farm and Dow’s Lake, embedded organically into the landscape.”

The site’s surroundings and unusual topography make it unlike any other hospital development in Canada. It’s roughly triangular, bounded by busy Carling Avenue to the north, Dow’s Lake and the scenic Prince of Wales Drive to the east, and by Maple Drive on the west, past the storied research fields and heritage buildings of the Central Experimental Farm.

A ridge divides the site into two tiers: an upper plateau on the north-west side, where an inpatient building will sit, and a lower tier, where plans for outpatient clinics and dedicated research and education areas are beginning to take shape into a health “village.”

To start his day, Project Advisor and GBA Group President, Graham Bird often cycles through the site. “I like to sit on top of the ridge – our own little ski hill – and reflect on how the site might develop and how the pieces will fit. It’s a puzzle for us to manage. The more we understand the nuance of this unique site, the better we can solve the puzzle.”

For the thousands of staff, patients, and visitors on site every day, the site will be transit-oriented, with all buildings connected directly to the Trillium LRT line through accessible walkways. Multi-use paths will provide convenient access for cyclists and pedestrians. A rooftop helipad, connected directly to the Emergency Department and dedicated emergency vehicle access routes, will save precious minutes and help patients with life-threatening injuries and illnesses get the care they need.

The site will be designed to be resilient through all kinds of emergencies and hospital pressures, including major trauma events like the 2019 Westboro bus crash, climate change, or future pandemics. The Project Development Advisory Team is incorporating lessons from the COVID-19 pandemic into its plans, ironic, given that the current Civic Campus, a short walk down Carling Ave from the new site, was built in response to the 1918 Spanish Flu.

The Ottawa Hospital will continue to be the main referral centre for the Eastern Ontario region, Nunavut, and Western Quebec.

  • 2021: Complete program and space planning done; proposals to qualify and select consortia who will bid to design, build, debt-finance the new hospital, and maintain the new facility.
  • 2022: Select the preferred proponents and long-term partners for the new Civic development.
  • 2023: Complete the business and financial plan and ‘commercially’ close the project
  • 2024: Construction begins.
  • Fall 2027: Transition management to the new site.
  • Spring 2028: Grand Opening.

The new Civic development will be completed in three phases.

  • 2027/28: Phase 1 complete. The new hospital will be about 2 million square feet, with approximately 800 beds and project costs over $2 billion.
  • 2037/38: Phase 2 complete
  • 2047/48: Phase 2 complete, including the new facility for the University of Ottawa Heart Institute.

  • Economic driver: new Civic development will stimulate the economy in Canada’s capital by creating thousands of jobs, not only during construction, but in ancillary businesses and enterprises that support people, services, and the community.

If a patient is hospitalized at The Ottawa Hospital, it is likely due to the patient’s need for specialty care within a ‘major referral centre’ hospital such as the Civic and General Campuses of the Ottawa Hospital. These are ‘tertiary hospitals’ which receive patients from primary and secondary health resources including smaller community hospitals, which provide excellent care for patients, in communities in Eastern Ontario, Western Quebec and Nunavut.

Tertiary care requires advanced diagnostic imaging equipment, pain management, surgical expertise, and complex care management for the most severely injured or ill. The Civic Campus is also the trauma centre for Eastern Ontario and Western Quebec, another highly specialized field of medicine.

A tertiary hospital, and a world-class centre like The Ottawa Hospital, has on staff highly trained specialists from all over the world, many of them world leaders in their field, who conduct research to advance medical science, and teach the next generation of clinicians on a daily basis .

These specialists – in medicine, surgery, nursing, respiratory, physical, and occupational therapy, dietetics, ae well as numerous other allied health professionals — often hold academic teaching and research positions affiliated with the University of Ottawa, and other academic centres.
